<br />Mr. Dean Massey <br />April 26, 1978 <br />Page Three <br />As I pointed out the other day, the information we have <br />submitted to the board so far has consisted primarily of <br />a conceptual design of these embankments. CWI is now in <br />the process of preparing a request for proposal for <br />construction of the hydrologic system and a detailed <br />designed package for these waste embankments will be a <br />part of that system. We will submit a copy of the final <br />design specifications for this waste embankment area to <br />the Mined Land Reclamation Board as soon as possible. <br />The board would then have the opportunity to review <br />the design specifications. This will also allow a <br />reclamation inspector to have more detail on the operation <br />for purposes of determining whether CWI is in compliance <br />with its plan. <br />2. The question of the permanancy of the sedimentation <br />dams also came up at our meeting. CWI presently intends <br />to remove sedimentation dams at the end of the operation. <br />At that time we anticipate doing a study to determine if, <br />in fact, this will be the best way to leave the channel <br />in the most environmentally sound condition. If, based <br />upon the historical data which will have been gathered <br />by that time, it is determined that removal of these dams <br />is not the most environmentally sound approach, CWI may <br />come back to the board with a technical revision on this <br />matter. <br />3. As I stated in our meeting, CWI will seal off the <br />portals after the cessation of coal mining. This sealing <br />will be done to Mine Safety and Health Administration <br />(MSHA) specifications. <br />4. Several questions also came up concerning our <br />revegetation program. As we stated in our plan, we have <br />been proceeding with a revegetation program on the cut <br />and fill slopes around the bench areas. We have relied <br />upon Flores and Associates as our reclamation consultants <br />to recommend what they feel is the most suitable reclamation <br />plan in terms of seed mixtures, etc. for this area. Mr. <br />Flores has gone to great lengths in developing the program <br />for reclamation of the Orchard Valley Mine. He consulted <br />with the Soil Conservation Service and with many people <br />knowledgeable in high altitude revegetation. We are in <br />the process of evaluating our first efforts at reclamation <br />which included test planting of seed mixture in various <br />areas.
