<br />and trees will restore the general character of the vegetation <br />to that found in the mine plan area. The projected relatively <br />open vegetation will increase structural diversity in the immed- <br />iate vicinity and probably will enhance the suitability of the <br />area as wildlife habitat. Grazing will be prevented in the re- <br />claimed area for a period of at least three years to allow suc- <br />cessful establishment of vegetation. A vigorous plant cover <br />will protect soil from erosion, maintain surface water quality, <br />and minimize degradation of air quality due to fugitive dust. <br />Idon-native plants included in the revegetation plan are <br />less than 25 percent of the mixture and are included to take ad- <br />vantage of their early aggressive character and soil holdin6 cap- <br />abilities. Species of shrub, forb, grass, and grass like veg- <br />etation Trill be used in the revegetation phase of reclamation. <br />The plan has been developed with consideration of elevation, <br />soils, slope, exposure, and local climate. Noxious weeds, <br />should they appear in the amounts affecting seedling development, <br />will be controlled with appropriate chemicals used to control <br />such weeds. <br />The permit area will not be ready for reseeding until the _ <br /> <br />mine is abandoned and graded and dispersed with top soil. The <br />access road to any irLrrabited structures would riot be reclaimed <br />(seeded). That mould provide access to the reclaimed area for <br />fire control, reclamation work, and inspection. After the coal <br />and r.:ine roc'c eurface lagers have been scraped up and used for <br />backfillirg the ;,ine portals, no tcxic forming materials will <br />seriously inhibit plant growth. <br />
