<br />REVEGETATION <br />4.15(1)-(4) <br /> <br />During the liability period, revegetated cover estimates <br />will be conducted biannually to evaluate vegetation conditions <br />on revegetated areas and specifically monitor changes in cover <br />of pubescent wheatgrass. Cover estimates will be made according <br />to the methodology described in Appendix F of the application. . <br />The first cover transects will be run during September 1982 and <br />in two year intervals thereafter. <br />9.15(2) <br />Pubescent wheatgrass was added to the mix for its quick estab- <br />lishment. On August 26, 1981 Mike Savage of CMLR suggested Wyoming <br />Fuel Company reduce the seeding rate of pubescent by at least 1 <br />pound. Wyoming Fuel Company agreed to this and this reduction will <br />be reflected in Wyoming Fuel Company's 1981 seeding program. Wyoming <br />Fuel Company will be monitoring the progress of pubescent wheatgrass. <br />If this species presents problems measures will be devised by WFC <br />and the regulatory authority to remedy the situation. <br />4.15(5) <br />Wyoming Fuel Company is reiterating that premining grazing is <br />controlled by the BLPQ (see Appendix H of the application). Wyoming <br />Fuel Company will control grazing during the last two years of the <br />liability period. The grazing capacity will be based on production <br />data (taken for bond release) and cover information taken from the <br />monitoring program and for bond release. General observations will <br />be made on plant vigor, density, and species composition prior to <br />releasing livestock into the revegetated area. <br />Formulae Values <br />Dave Stout of WFC met with Mike Savage of the CMLR on August <br />26, 1981 to discuss vegetation success criteria. WFC agreed to <br />recollect woody plant density data during the fall of 1981. Mr. <br />Savage noted that this data need only be collected in the mine plan <br />area as no reference area data is required. WFC will collect this <br />data with 80% confidence within 10% of the mean. <br />Other problems with formulae values are being worked on by Mr. <br />Savage and Mr. Stout, and will be resolved. <br />No response is necessary by WFC regarding the 95~ and 99~ con- <br />fidence levels since the person preparing this comment is incorrect <br />when evaluating differences in the mine areas and reference areas. <br />-12- <br />
