Shelton
Director
DATE: September 21, 1982
TO: Sandy Emrich
FROM: David Craig ;~
RE: Foi del Creek Min/e Completeness Review
I have completed my portions of the completeness review for the proposed
Foi del Creek underground mine. Specifically, I reviewed the geology,
ground water, and mine opening sealing portions of the application. The
following is a List of potential completeness issues that I have identified
as a result of my review.
1. The applicant has not presented an analysis of the geochemistry of the
roof and floor materials in the mine area. Instead, an analysis of
drill holes in the Eckman Park mine area has been presented. Because
the mine's development waste will be disposed of in a saturated pit,
it is important that any toxic or acid-forming material be accurately
delineated prior to disposal. The data presented by the applicant is
definitely not adequate. It is neither representative of the mine
area or adequately analyzed to accurately determine toxic or acid
forming strata.
2. The applicant has not supplied basic baseline hydrologic data regarding
the 7Wenty-h1i1e Sandstone aquifer. Specifically, no water quality,
water level, or aquifer hydraulics data has been presented. The
aquifer overlies the proposed mine workings. A distance of about
700 feet separate the mine workings from the aquifer. The applicant
states that because of this great distance, no impacts will occur.
While this assessment is certainly prudent, the potential for impact
still exists. The appropriate baseline data will be needed to complete
a credible statement of "Probable hydrologic Consequences".
