Legal Description <br />The access road must be included within the permit area. Both the legal <br />description and the application fee must be changed to reflect this <br />addition. Those maps which show the road must clearly indicate that the <br />road is included within the permit boundaries. The length, width and <br />acreage of the haul road corridor must be specified. Addition detail <br />regarding the construction and reclamation of the road will be required <br />as specified in other sections of this letter. <br />I1. Mine Plan <br />a) The applicant should be advised that the overburden analysis data <br />submitted will not be considered adequate when the permanent program <br />I comes into effect, either in terms of sampling intensity, or the para- <br />meters included in the analysis. When additional drilling is done <br />(for instance, for the proposed monitoring wells), overburden samples <br />should be taken. Sampling procedures should follow either the Wyoming <br />or the Montana guidelines(copies are available at our office). With <br />respect to the sampling which has already been done, the applicant <br />must specify sampling locations ,and also relate the strata.which were <br />.sampled to the columnar section shown in Plate 5A. <br />b) The overburden analysis data which have been submitted do not con- <br />' stitute sufficient evidence to support the statement on page 6 that <br />"There is no threat of alkalinity or toxicity from ...(the) overburden" <br />c) The statement is made on page 8 that "Culverts will be used where <br />needed on the more permanent haul roads." Please be more specific <br />concerning the location and sizing of these culverts. <br />d) The appl'+cant should specify what is meant by the statement that <br />the backfilling of the pit will "(follow) the mining operation at a <br />convenient and safe distance" (pg. 10), <br />III. Reclamation Plan <br />a) As we have discussed, the proposed reclamation plan does not meet <br />the requirements of approximate original contour. The staff geo- <br />morphologist is currently reviewing your proposal, and his comments <br />will be forwarded at a later date. However, a few preliminary <br />comments follow: <br />1.
