Box 229 Boulder, Colorado 80302 RE: Preliminary Adequacy Memo, Bourg Coal Our file #79-125 Dear Mr. Simmons: The coal staff is continuing its review of the Bourg Coal application. We felt that it would be helpful however to forward you the concerns raised by the staff to date in order to facilitate your preparation of a response. As such I'm enclosing a copy of a memo prepared by Carol Pahlke outlining the initial staff concerns with the proposal. As you are aware, there exist significant questions regarding the proposed post mining topography which by law must be returned to approximate original contour. There is also an alluvial system which may be af- fected by the mining operation. While these questions are alluded to in the memo, the staff is conducting a careful review of these issues and will forward to you definitive comments regarding these issues and others which arise at a later date. The review has been organized to follow the format of your application. As can be seen there are several serious deficiencies in the application which must be resolved prior to permit approval. Additional or revised materials submitted in response to these comments should be in the form of revised pages or exhibits which may readily be substituted for the originals in the application.
