Box 229 <br />Boulder, Colorado 80302 <br />RE: Preliminary Adequacy Memo, Bourg Coal <br />Our file #79-125 <br />Dear Mr. Simmons: <br />The coal staff is continuing its review of the Bourg Coal application. <br />We felt that it would be helpful however to forward you the concerns <br />raised by the staff to date in order to facilitate your preparation of <br />a response. As such I'm enclosing a copy of a memo prepared by Carol <br />Pahlke outlining the initial staff concerns with the proposal. As you <br />are aware, there exist significant questions regarding the proposed <br />post mining topography which by law must be returned to approximate <br />original contour. There is also an alluvial system which may be af- <br />fected by the mining operation. While these questions are alluded to <br />in the memo, the staff is conducting a careful review of these issues <br />and will forward to you definitive comments regarding these issues and <br />others which arise at a later date. The review has been organized to <br />follow the format of your application. As can be seen there are <br />several serious deficiencies in the application which must be resolved <br />prior to permit approval. Additional or revised materials submitted <br />in response to these comments should be in the form of revised pages <br />or exhibits which may readily be substituted for the originals in the <br />application. <br />Please feel free to call Carol Pahlke or myself if you have additional <br />questions.
