Written comments regarding the Environmental Assessment may <br />may also be submitted to San Juan Resource Area Headquarters at the <br />above address, prior to close of business on January 31, 1983. <br />In addition, the public is invited to submit written comments con- <br />cerning the fair market value and maximum economic recovery of the coal <br />resource to the Bureau of Land Management and the Minerals Management <br />Service. Public comm~ents will be utilized in establishing fair market <br />value for the coal resources in the described lands. Comments should <br />address specific factors related to fair market value including, but not <br />limited to: .the extent and quality of the coal resource, the price that <br />the mined coal would bring in the market place, the cost of producing <br />the coal, the interest rate at which anticipated income streams would be <br />discounted, depreciation and other accounting factors, the value of the <br />surface estate (if private surface), and the mining method or methods <br />which would achieve maximum economic recovery of the coal. Documentation <br />of similar market transactions, including location, terms, and conditions, <br />may also be submitted. These canments will be considered in the final <br />determination of fair market value as determined in accordance with 30 <br />CFR 211.63.
