<br />~, _ ~ <br />Page 8 <br />Colorado Westmorelarzl, Inc. <br />MLRD/OSF1 Joint Review <br />December 2, 1990 <br />If there is even a remote possibility that CWI will use irrigation for <br />seedling establishment, several items shoulrl be discussed: the water source <br />and rights to the water, the type of irrigation systems to be used (sprinkler <br />of drip) and tLu expected application rates. <br />The application must include a proposed method for determ'niny the success <br />of revegetation and should specify exactly what parameters will Le measured, <br />how they will be rrx~asured, what comparisons will be used, and how reference areas <br />(or other standards) and revegetated areas will be statistically compared. <br />Since grazing is a post-mining Land use proposed by CfJI, revegetation success <br />must be evaluated according to the standards in 9.15.5 for [hose areas <br />that are suitable for grazing. The vegetation map, apparently shows that <br />cropland makes up more than 1 percent of the affected area. CWI must also <br />establish a reference area or alternate success standard to determine <br />revegetation success for cropland areas. <br />The cost for the reclamation plan re9uires more detail: revegetation costs, <br />the costs for backfi]liny, soil stabilization, compacting, building removal, <br />sealing of por[als, topsoiling and grading should also be included (i,e., <br />equipment, labor, etc.). There are several conflicting statements in the text <br />and appendix fi (Vol. VI) concerning this subsection. At one point CWI asks <br />For a variance for backfill.iny ^nd grading bench areas, and at another point <br />CG17 presen[s three alternative backfilling and grading plans for the same area. <br />A plan for backfilling, so i.1 stabilization, compacting and grading should be <br />submitted along with contour maps and cross-sections that show the anticipated <br />final surface configuration of the proposed permit area. <br />A more detailed plan for the removal, storage, and redistribution of topscil <br />is requited. Specific topsoil stockpile locations mus: be identified. An <br />important requirement is to identify the source of the topsoil or topsoil <br />substitute which will be removed, stored, and redistributed in the reclamation <br />plan. <br />CWI states on pa ye 42 that the only areas where topsoil will be removed are <br />the water pipeline and the Waste disposal area. A narrative must be subritted <br />detailing topsoil removal and replacement for this area, i.e., how much <br />topsoil is to be rcmnvrd and how will it be segregated from underlying material. <br />CWI should state what equipment will be used to redistribute and grade <br />topsoil. This is ncedud for both topsoiling evaluation and bonding. <br />CWI must submit a soil testing plan to determine nutrient deficiencies of <br />the topsoil once it has Geen redistributed. <br />Soil Resourc•c In form:+ti on <br />A detailcrl soil sampling proccedure must be conducted to determine topsoil <br />salvage parameters (or the n•fu~c pile area.
