Mr. Larry Damrau
-3-

September 23, 1982
6. Rules 2.04.6(2) and 2.05.4(2)(1) - Geochemistry of the Roof and Floor Materials
7
~~ ~~
Y
h
~r
~~ C
CC
as not presented an analysis of the roof a nd floor materials in
'•6~ ~k the mine area. Instead, an analysis of drill holes in the Eckman Park
mine area has been presented. Because the mine' s development waste will
be disposed of in a saturated pit, it is importa nt that any toxic or
acid-forming development material be accurately delineated prior to
disposal. The data presented by the applicant i s not representative of
the Foidel Creek mine area or mined interval and is not analyzed to
accurately determine toxic or acid forming strata. CYCC should submit
roof and flo9r analysis from a minimum of three drill holes within the
mine plan area. The suggested chemical parameters are:
pH Sulfur
"~ Pyritic sulfur
Electrical Conductivity
% sulfate sulfur
Total Combustible Solids % organic sulfur
total sulfur
Lithologic Classification
TeXtural Analysis Arsenic (AS)
sand
Boron (B)
silt
% clay Cadmium (Cd)
Saturation Percentage Copper (Cu)
Sodium Adsorption Ratio (SAR) Iron (Fe)
Calcium (Ca+2) Lead (Pb)
Magnesium (Mg+2) hla nganese (Mn)
Nitrate-Nitrite Ffercury (Ng)
Sodium (Na+) Idol ybdenum (Mo)
Selenium (Se)
Zinc (Zn)
7. Rules 2.06.7 and 4.22: Concurrent Surface and Underground bfining and Variances
from Contemporaneous Reclamation Requirements
The applicant correctly obsc--rues that a variance from contemporaneous
reclamation of the final pit at the Energy No. 1 mine was granted
previously, as a portion of Permit No. 79-177. An increase in the
variance area is requested by the applicant, in order to permit develop-
ment of the Foidel Creek underground mine's portals and the associated
surface facilities. In addition, the applicant intends to modify the
existing highwall and spoils configurations within the pit, in order
to increase their slope stability. Indication of this intent was
conveyed to the staff of the Division during previous meetings with
company personnel. In order to justify the increase in variance area,
the applicant should submit appropriate stability analyses and design
