<br />VERIFY THE COSTS. <br />REFERENCE, <br /> <br />UNIT COSTS MUST BE BASED ON A STANDARD <br />Furthermore; it appears that the applicant used the equipment and <br />operator costs in the example sent with the preliminary adequacy <br />review. The equipment costs in the example are based on 1981 <br />rental rates and the Division currently uses an hourly cost for <br />operators of $18,00, The reclamation cost estimate must be <br />updated with current rates." <br />SRM Reponse: <br />The costs of removing all surface facilities associated with <br />Phase "A" of the project have been generated based on current <br />acceptable references. Additionally, the equipment rental rates <br />and operator rates have been updated in order to accurately <br />determine the reclamation costs for Phase "A" in 1984 dollars. <br />This information is contained in section 4.3a.5 of the <br />application. <br />13) Ref: Sealing of Drill Holes and Underground Openings - Rules <br />2.05.4(21(8), and 4.07 <br />MLR Comment: <br />"Closure plans for drill holes, mine portals and shafts are <br />delineated on pages 4-69 through 4-69a of Volume I. <br />Monitoring wells when reclaimed must not be filled to the surface <br />with concrete as described on pages 4-69 and 4-69a. Therefore, <br />the following stipulation is required: <br />Stipulation No. 10 <br />DURING RECLAMATION OF MONITORING WELL DRILL HOLES THE TOP 3 <br />FEET OF THE HOLE MUST BE BACKFILLED WITH DRILL CUTTINGS, SOIL <br />MATERIALS, OR OTHER SOFT, FRIABLE MATERIAL AS AVAILABLE SO AS <br />NOT TO PRECLUDE CULTIVATION OF THE AREA WHERE DRILL HOLES <br />EXIST, <br />With the acceptance of the above stipulation, the proposed <br />operation is in compliance with the requirements of this <br />section." <br />SKM Response: <br />Storm Ring Mines will backfill the top 3 feet of all monitoring <br />well holes with soil materials during reclamation. This <br />commitment should negate the need for Stipulation No. 10. <br />
