<br />SRM response: <br /> <br />Storm Ring Mines proposes the following program to deal with <br />previous mining disturbance within the initial 5-year permit <br />area: <br />A) Vulcan #4 Mine and New Castle-Vulcan Mine (NE1/4, Section 1, <br />T6S, R91W. <br />This area is shown on CMLRD Permit Application Figure 3.1-4. It <br />will be partially disturbed by County Road/Haul Road upgrading at <br />the request and expense of Storm Ring Mines. With the permission <br />of the landowners (lessor) and the CMLRD, Storm Ring Mines will <br />accomplish the following during Phase A of project development: <br />1) remove intact or raze existing wooden frame cabin on County <br />Road #335 right-of-way, <br />2) raze existing abandoned tipple shown on exhibit 3.1-1 (page <br />3-7 of CMLRD Permit Application); remove timbers and debris to <br />landfill, <br />3) cut-up and salvage all scrap iron and steel in tipple, pipes, <br />abandoned machinery and metallic debris, <br />4) remove (with Public Service Company of Colorado) existing, <br />abandoned 69KV service stubbed-off at site, <br />5) seal existing caved openings with standard type of cinder <br />block and mortar stoppage on concrete footing, <br />6) backfill adits to approximate original contour with on-site <br />materials, <br />7) regrade coal spoil and other <br />appearing contours, <br />8) fill existing pit with shale and <br />9) place topsoil over graded are <br />stripping operations) to a depth of 1 <br />10) complete upgrading of County R <br />standards, <br />earth materials to natural <br />slack-coal on site, <br />as (from Phase "A" topsoil <br />2" over all regraded areas, <br />oad #335 to Garfield County <br />11) fence and re vegetate site utilizing reclamation seed mixture <br />shown on Table 4.3.1 and mulch at approved rate. <br />Post-disturbance land use at this site will be 1) permanent <br />County Road and 2) wildlife habitat with allowed grazing 10 years <br />after reclamation. <br />B) Base of previous tramway for Coal Ridge #1 Mine (new portal <br />area): <br />This area shown on CMLRD Permit Application Figure 3.1-4 near the <br />center of Section 6 consists of shaly material and slack-coal <br />discarded at the base of the tramway around 1892. This material <br />will be regraded during the face-up of the new portals and used <br />as thin compacted layers of fill between lifts of waste rock and <br />shales removed from the entry tunnels during mine development. <br />
