Storm Ring Mines proposes the following program to deal with
previous mining disturbance within the initial 5-year permit
area:
A) Vulcan #4 Mine and New Castle-Vulcan Mine (NE1/4, Section 1,
T6S, R91W.
This area is shown on CMLRD Permit Application Figure 3.1-4. It
will be partially disturbed by County Road/Haul Road upgrading at
the request and expense of Storm Ring Mines. With the permission
of the landowners (lessor) and the CMLRD, Storm Ring Mines will
accomplish the following during Phase A of project development:
1) remove intact or raze existing wooden frame cabin on County
Road #335 right-of-way,
2) raze existing abandoned tipple shown on exhibit 3.1-1 (page
3-7 of CMLRD Permit Application); remove timbers and debris to
landfill,
3) cut-up and salvage all scrap iron and steel in tipple, pipes,
abandoned machinery and metallic debris,
4) remove (with Public Service Company of Colorado) existing,
abandoned 69KV service stubbed-off at site,
5) seal existing caved openings with standard type of cinder
block and mortar stoppage on concrete footing,
6) backfill adits to approximate original contour with on-site
materials,
7) regrade coal spoil and other
appearing contours,
8) fill existing pit with shale and
9) place topsoil over graded are
stripping operations) to a depth of 1
10) complete upgrading of County R
standards,
earth materials to natural
slack-coal on site,
as (from Phase "A" topsoil
2" over all regraded areas,
oad #335 to Garfield County
11) fence and re vegetate site utilizing reclamation seed mixture
shown on Table 4.3.1 and mulch at approved rate.
Post-disturbance land use at this site will be 1) permanent
County Road and 2) wildlife habitat with allowed grazing 10 years
after reclamation.
B) Base of previous tramway for Coal Ridge #1 Mine (new portal
area):
This area shown on CMLRD Permit Application Figure 3.1-4 near the
center of Section 6 consists of shaly material and slack-coal
discarded at the base of the tramway around 1892. This material
will be regraded during the face-up of the new portals and used
as thin compacted layers of fill between lifts of waste rock and
shales removed from the entry tunnels during mine development.
