<br />1) The following Public Notice, addresses a proposed blasting <br />schedule publication. The information contained within, <br />accurately describes the intended blasting activity to be <br />performed by Storm Ring Mines. Only the actual dates have been <br />omitted, but will be included in the notice prior to issuance. <br />This schedule covers blasting only for Phase A, and will be <br />included in Section 4.2.7 Blasting as an exhibit. <br />PUBLIC NOTICE <br />Intent to Perform Blasting Operations <br />Storm Ring Mines, Inc. with its offices at 9137 East Mineral <br />Circle, Englewood, Colorado 80112, telephone (303) 792-2625, <br />hereby notifies all parties to whom it may concern, of the <br />company's intent to perform surface and subsurface blasting at <br />its Coal Ridge #1 Mine, located in Garfield County, Colorado. <br />The mine is located 6 miles west of Glenwood Springs and 3 miles <br />east of New Castle in the Grand Hogback. Generally, the mine <br />site lies in the center of the NE1/4, Section 6, T6S, R90W, 6 <br />P.M., and it is in this area that blasting activity will occur. <br />More specifically, the blasting area includes a 2 acre excavated <br />bench, constructed to facilitate facing up and portalling <br />(surface blasting), and rock tunnel drivage (subsurface <br />blasting). This 2 acre area is located on a bearing of S45 <br />00'00"W for a distance of approximately 2300 feet from the <br />northeast corner of said Section 6. Surface blasting will occur <br />between the tentative dates of February 15 through April 1, 1985. <br />(Specific dates will be entered into the notice at the time of <br />submittal and will not constitute more than 1 week of consecutive <br />blasting days, with two detonations per day being performed <br />during the daylight hours of 10:00 A.M. to 12:00 P.M. and 3:00 <br />P.M. to 5:00 P.M., only.) To ensure that noise levels comply <br />with Garfield County regulations, short or partial rounds <br />utilizing reduced explosives, shall be incorporated to minimize <br />the sound levels created. After surface blasting operations have <br />proceeded underground for a distance of 25 feet, subsurface <br />blasting will commence with blasts being detonated twice per <br />shift, 3 shifts per day, 7 days per week. At first, noise levels <br />will be negligible and as advancement is made underground, the <br />sounds will become imperceptible. Underground blasting is <br />planned for a 6 month period beginning tentatively March 1 at the <br />earliest and going through September 30, 1985 at the latest. <br />To insure the safety of all people, along with clearing the <br />immediate site of all working personnel, Storm King will have <br />authorized staff blocking all access routes to the property <br />during surface blasting. In addition, travel on County Road 335 <br />will be stopped temporarily during the blast period. Along with <br />
