MEMORANDUM
T0: Twin Pines Coal Co, Inc. December 6, 1983
FROM: Lawrence G, 6Vhite, P. E,
SUBJECT: Hydrological Consequences of Twin Pines No, 2 Mine on
Caldirola No. 2 Mine Well
1, Discussion of Problem: The town of Coal Creek owned water
rights which included a well at the Caldirola No. 2 Mine.
These rights were decreed in Case 2637 on February 14, 1916
in the District Court of Fremont County, all with appropriation
date of March 5, 1884, and all are alternate points of diversion
granted by this vrater court in Case W-4221 on August 22, 1975.
In 1982 the town of Coal Creek joined the city of Florence and
the town of Williamsburg in a joint water system, All of the
above water rights were abandoned to the stream system upon
completion of the vrater system, and equipment was removed
except that the Caldirola No, 2 Mine Well and the Williamsburg
Wells No. 1 and No, 2 can remain equipped and be used for
emergency or fire-fighting purposes, l'Vhen not so used, said
wells are to be capped and locked, The transfer and abandon-
ment of the water rights is explained in detail in Case No,
80CW93 filed in the District Court in and for Water Division
No. 2, State of Colorado, dated August 3, 1982 and recorded
in Book 679 Page 497.
As discussed in the Small Operators Assistance Program or
S,O,A,P. Report prepared by J, F. Sato and lCssociates (included
in the permit application), the proposed workings of Twin Pines
No. 2 Mine lie geologically downdip from the Caldirola No, 2
Mine Well, Consequently, concern was expressed by the Land
Reclamation Division that the quantity of water in the well
would be affected by development of Twin Pines No, 2 Mine,
The concern was so indicated in proposed stipulations set forth
in the permit findings documents. This matter was not pursued
at an earlier date as the S,O,A,P, report expressed little con-
cern over the effect of the mining operation on surface or
underground water sources as stated in Section 2,04.7(3)
Alternate Water Supply Information, Page JFSA-57, of the J, F.
Sato Report,
2. Results of Investigation: After review of the preliminary find-
ings of the Land Reclamation Division, an investigation was
initiated to further define the probable effect by the mine on
the well. A summary of the facts related to the well are as
follows:
a) The Caldirola No. 2 Mine operated from 1950 until 1962,
The coal was reached by an inclined rock slope. The mine
map is shown on Drawing No. TP-7, The following statements
were taken from men who had worked in the mine:
