Since the wells included in the Well Monitoring Plan of the application are domestic or <br />livestock wells, I recommend that the sampling parameters be changed from iron and <br />manganese only to the parameters listed in Tables 1 through 4 of the Basic Standards for <br />Ground Water Regulation No. 41. This should be done for at least the initial baseline <br />collection period. For each structure the Division suggests reviewing the subsidence prediction, subsidence <br />control plan, and the subsidence monitoring proposed. In particular, it is important that <br />the permit text and materials clearly indicate,rar each structure the control measures that <br />will be taken, how monitoring will determine the necessity of any particular control <br />measure or repair, what form of monitoring will be conducted (visual, monument szrrveys, <br />other, etc.), when the monitoring will commence, when the monitoring will end, and how <br />frequent the monitoring will be conducted for each structure. Since the mine plan consists <br />of named panels and mains, identifying the commencement and cessation of monitoring <br />using the mine plan as proposed seems appropriate. A table format with supporting text is <br />suggested to clearly present this information in the permit.
