vague, uncleaz, and lacks the detail necessary to ensure compliance with the Coal Rules. <br />For this reason, the Division reviewed maps, cross-sections, and well records and concluded <br />that three new monitoring wells can be installed on property controlled by Northfield to <br />detect changes to the groundwater system at the south end of the permit boundary. For this <br />discussion, the three wells will be referred to as the South Boundary Water Monitoring Well <br />Series (SBWMW series). One well would be located approximately in the center of Section <br />23 south of Panel 3 as shown on Map 7, between the mined azea and the Minogue well. A <br />second well would be located in the NE Y4 of Section 23 south of panel 5 between the <br />mined area and the Popkess-Vawter well. A third well would be located in the NW 1/4 of <br />Section 24 off the southwest comer of panel 21 between the mined azea and the Zak well <br />and Borre well. These wells would be monitored initially at the same frequency as the NF <br />groundwater wells. They would also be completed in a stratagraphic interval that is <br />appropriate for their location, the Division would review the monitoring well design for <br />the three SBWMW series wells for approval prior to installation, and the wells would be <br />constructed in accordance with monitoring well construction Rules and guidelines from the <br />State engineer. Permit language would also be added as follows in italics; <br />Prior to retreat mining anywhere in the NI/2 of Section 23, NWI/4 of Section 24, or <br />the SW '/< of Section 13, Northfield will begin monitoring the SBWMW series on a monthly <br />basis for water level. This water level monitoring in the SBWMW series will continue until <br />retreat mining is completed in the described areas and six consecutive water level <br />measurements show no substantial declines or changes in water level, at which time <br />quarterly frequency will resume. Semi-annual water sampling will continue at all bedrock <br />ground water wells during the increased monthly water level measurements. <br />Permit language should also be added similar to the following below in italics; <br />If at any time, a decline of more than 5 feet as compared to the previous month is <br />measured, and mining is on-going in areas adjacent to any of the SBWMW series, then <br />Northfield will provide written notification to the current residents at the following <br />addresses in Chandler Heights (Zak, Borre, Minogue, Seifert, Thompson, and Popkess- <br />Vawter addresses) <br />Current monitoring data (latest monthly or quarterly data) will be available for <br />public review at the normal public records site. <br />If a complaint is received from a resident of Chandler Heights by Northf eld or the <br />Division regarding a change in water level in a domestic well, Northfield will investigate <br />the complaint within 24 hours of receipt or notification. <br />If a complaint is received regarding domestic well dewatering after water level <br />declines are measured in the adjacent SBWMW, Northfield will immediately implement one <br />or more of the following mitigation measures, as necessary; <br />^ haul water to the resident of sufficient quantity and quality to meet the <br />
