. ~ r <br />' ~ D / <br />2.05.4 <br />~J <br /> <br />V.C..- <br /> <br />R[CLANATION PLAN <br />Abandonment of the Mine: <br />(A) Removal of Surface Facilities. All surface facilities on the <br />mine bench and surrounding areas will be torn down, the foundations Iremoved, <br />and all debris taken from the area to the La Plata County Landfill for dis- <br />posal. Salvagable items will be sold or removed from the property. Any new <br />facilities, such as the scale not yet in place will also be dismanthed and <br />removed from the site. <br />(B) Access Roads. All present access roads will remain to facilitate <br />removal of .grazing cattle during winter months. <br />(C) Sediment Ponds and Diversion Channels. The water impoundments to <br />be built are not intended as permanent construction on the mine site Ind will <br />be graded after the water has evaporated. Sediment in the ponds will Ibe used <br />i <br />for backfilling the portals. <br />I~ <br />can hold the soil in place. The buried culvert pipes need not be dug up and <br />removed but the open channels must be inspected periodically for ',erosion. <br />After three or four years the open channels could be filled in and graded or <br />I <br />maintained indefinitely by future owners. <br />The diversion channels and buried culvert pipe will be mi intained <br />during the' reclamation program until the area is stabilized and soil erosion <br />and plant damage is unlikely to occur during spring runoffs. Scedli gs and <br />young plants could be washed out and the graded top soils eroded wii h deep <br />gullies during heavy runoff periods until enough vegetation on the permit area <br />(D) Power Lines. All power lines and telephone poles and equipment <br />will be removed with the assistance of the local public utilities at the time <br />the Blue Flame Coal Mine is abandoned. <br />(F) Coal Stockpiles. All coal stockpiles will be sold and the resi- <br />due (base cover) used for backfilling to portals. The residue is mostly shale <br />and sandstone rock mixed with small amounts of coal. These small amounts of <br />coal are not expected to create any toxicity problem. <br />
