The adjacent <br />area must also be mapped to show the different types of agri- <br />cultural lands, such as flood irrigated lands, pasture lands, and <br />undeveloped rangelands; this map should be accompanied by a des- <br />cription of the vegetative cover, in terms of production and <br />vegetation type, and a discussion of the potential for flood <br />irrigation with respect to the. regional practices in wbter sheds <br />of the same size. <br />Rule 2.10.2 The application must include a map, or maps, which clearly <br />delineates those portions of the permit area and adjacent <br />areas in which coal mining operations occurred: (1) prior <br />to August 3, 1977; (2) after August 3, 1977 and prior to May <br />3, 1978; and (3) after May 3, 1978 and prior to December 15, <br />1980. <br />A map must be provided showing the location and extent of known <br />workings of active, inactive, or abandoned underground mines within <br />the permit area. Exhibit "C" and the USGS quad sheet "Rattlesnake <br />Butte, Colorado" show a third portal approximately 800 feet south- <br />west from the Apex No. 2 portal; the known location and extent of <br />these underground workings must be provided for consideration of <br />the subsidence control plan. <br />Maps, plans, and cross-sections included in the permit application <br />must be prepared by or under the direction of, and certified by, <br />a qualified registered professional engineer or professional <br />geologist. Communications with representatives <br />of Routt County indicate that the operator will be required to <br />post a $25,000 liability bond with the County to cover possible <br />damage to roads or other county-maintained facilities. Inasmuch <br />as the intent of the County liability bond and the State recla- <br />mation bond do not overlap, the Division does not anticipate <br />being able to incorporate the County bond in the requirements <br />for the reclamation performance bond. <br />
