The data for average <br />annual runoff in Trout Creek for 1958-1981 should be submitted. <br />2.04.9 Proceeding on the assumption that no further surface dis- <br />turbance is planned, the Division will not require any more <br />detailed information regarding soils resources. In the event <br />that further surface disturbance is proposed, sampling and <br />analysis of the affected soils will be necessary. Soils analysis <br />of reclamation soils will be required prior to the final recla- <br />mation and revegetation phases. <br />2.04.10 A vegetation map which delineates plant communities in the <br />areas adjacent to the disturbed area should be submitted to <br />the Division and incorporated into SMC's seed mix discussion. <br />An aerial photograph of the site could very easily be adapted <br />to this purpose. A qualitative description of the adjacent <br />vegetative communities and the controlling environmental <br />elements must be supplied. Standards for use in evaluating <br />revegetation success must be established. The presence of <br />threatened and/or endangered species must be discussed for <br />the subject area in site specific terms. <br />2.04.12 Based on the facts that the affected areas have never (histori- <br />cally) been used as cropland and that the SCS has not identified <br />any appropriate soils in the affected areas, the Division <br />accepts the applicant's assertion that the subject area is <br />not prime farmland. <br />2.05.3(3)(c) A description of the roads must be presented in the appli- <br />cation to include width, gradient, surfacing, cut/fill, <br />stability, and erosion control. <br />A description of measures to be used to ensure that the interests <br />of the public and affected landowners are protected where the <br />applicant seeks to have the Division approve the proposal to <br />conduct mining activities within 100 feet of the right-of-way <br />line of any public road must be included in the application. <br />2.05.3(4) A plan for modification of ditch D10 to prevent excessive <br />erosion related to the high design flow velocity must be pre- <br />sented. <br />The applicant must provide further explanation and supporting <br />information to justify the metholody by which sediment pond <br />detention time has been calculated. <br />
