An ongoing surface and yround w=tcr monitoring plan ~ail1 need to be developed <br />for the site, The Division would like to work with TBM to develop this plan. <br />The objective of the monitoring plan is as follows: <br />a) Close any gaps in baseline data; <br />b) Verify TBM's statement of probable hydrologic consequences; <br />c) Identify any impacts not pzeviously considezed; <br />d) Characterize any trends in water quality or quantity; <br />e) Ensure the protection of downstream users of water that could be <br />affected by the operation; and <br />f) Protect the essential hydrologic functions of alluvial valley floors. <br />The following items will need to be incorporated into the application (most of <br />the items being decided jointly by meetings): <br />a) lJhat hydrologic features need monitoring (springs, aquifers, surface <br />water, etc.). <br />b) The optimum location to monitor. <br />c) How water quantity will be measured. <br />Z) Type of measuring devices, <br />2) Installation and maintenance procedures, <br />3) Recording devices required, and <br />4) Accuracy to be obtained. <br />d) Xow water quality will be measured. <br />1) Type of sample procedures, <br />2) Sample equipment used, <br />3) Preservation methods, and <br />9) Laboratory procedures/field testing equipment. <br />e) Frequency of monitoring. <br />f) Time of monitoring (month). <br />g) Duration of monitoring. <br />h) Foremat of data. <br />i) Parameters to obtain. <br />Page V-38 of the application states that TBP1 maintains the right to modify the <br />monitoring plan, This statement, as written, should be excluded, TBM should <br />request the Division's approval for any changes in monitoring through the minor <br />revision process.
