Shelton
Director
May 13, 1981
TO: Mike Savage //~~"~%~~
FROM: Bob Liddle
RE: Bourg - PRR - Roads
The information you requested in the PAR covers most requirements. The
level of detail needed shouldn't be great due to the Location. I have
just a few comments.
1. Page D-7 states that during reclamation, BLM roads will be re-
claimed according to BLM standards- They say that we agreed to allow
BLM standards to "supercede" MLRD standards. I don't know if this is a
problem or not. They state that they wiZZ submit the BLM reclamation
plan. I'd Like to see it when it comes in. You might specifically
request it.
2. Culverts and drainage were not reviewed by Rich so I dumped the task
of PAR on him. It appears that no culvert designs were included and
the Mann Draw culverts are not what the plan calls for (but should be OK).
Rich is going to get a letter out to you on drainage and culverts this
week. Make sure it includes the following:
a. As required under Section 9.03.2(9)(e)(ii), the applicant
must demonstrate that culverts were designed, constructed,
and maintained to sustain the vertical soil pressure, the
passive resistance of the foundation, and the weight of
the vehicles to be used. This information should include
gross weight of heavy trucks, thickness of pipe, size and
type of corrugations and size of pipe. (The pipe arch
culverts used on Mann Draw are less resistant to loads
than circular pipes. I noticed some sagging of these
culverts in my last inspection.) They should report the
amount of fill material they used.
I'll have to look at the roads again when all this information comes in.
