.-,, <br />Attachment I/1 <br />Red Canyon Mine Plan Completeness Review <br />April 16, 1951 <br />2.04.4 Cultural and Historic Resource Information <br />A review was conducted of the cultural resource portion (2.04.4) of the mine <br />plan. Thq following cofmnents pertain to that review: <br /> 1. The Applegarth and Hurlbutt (1977) report applicability to the mine <br /> plan area is unclear and should be provided for OSM review if it covers <br /> any portion of the mine plan area. <br /> 2. The Colorado State Building and Sites file and the Archaeological <br />~ Survey file are different entities than the National Register of <br /> Historic Places. The latter should be physically examined and any <br /> listed cultural resources within or immediately adjacent to the mine <br /> plan identified. <br /> 3. The reasons for a RLM visit to the Red Canyon 1 and 2 mine sites in <br /> 1977 are unclear and should be addressed, especially since the visit <br /> area is apparently in an area of no Federal involvement. Although BLM <br /> coal lease (D-036906) is mentioned, the exact location of this lease is <br />not specified. <br /> 4. Because the proposed ground disturbance has not taken place, a 100Y. <br /> pedestrian cultural resource inventory is required on these proposed <br /> disturbance areas. <br /> 5. To identify the types, densities and so on of cultural resources <br /> that may be affected by subsidence, a 10% sample survey is required of <br /> those areas of potential subsidence within the mine plan area (Life of <br /> mine). The sample survey should be designed to identify "sensitive <br />~ \ sites," e.g., rock shelter, rock art, historic and prehistoric <br /> structures, and so on. The sample survey may be conducted prior to mine <br /> plan approval or as a condition of approval. <br />1 <br /> 6. A cultural resource report is required upon completion of the survey <br /> of disturbance and potential subsidence areas. The report must include <br /> a discussion of the significance or non-significance of each located <br /> site that is fully justified. A mitigation plan must be developed and <br /> submitted to OSM for approval for any identified eligible or listed <br /> National Register site that may be adversely impacted by mining <br /> activities. <br />Note: <br />The Cultural and Historic Resource Information completeness review for <br />the Red Canyon 1 and 2 is being provided in [his form because there is <br />no cultural resource report in [he mine plan application provided by <br />Grand Mesa Coal Company. <br /> <br />
