Dean Massey I <br />March 15, 1978 I i <br />Page Three <br />"Specifications: Desis,n, Construction, and Reclamation of <br />Benched Waste hmbankments" (Pll:SA 1976). <br />1'he material to be placed in the waste embankments <br />will be rock material which is encounCered during the mining <br />process. No ].caching problems are expected with this material; <br />however, CIJI has committed to test this material for leachates. <br />In the unlikely event Lhat any problem of this nature should <br />occur, appropri<:te remedial steps will be taken after consul- <br />tation with the regulatory authority. As an additional safety <br />factor, all runoff Prom the spoil embankment area will be <br />routed through the sediment ponds. No discharge is expected <br />from these structures. <br />Section 717.17 Protection of the Hydrologic System - <br />CWI's mine plan has been designed to minimize <br />disturbance to the hydrologic system and prevent water pollution. <br />In compliance with Section 717.17 (a), all surface drainage <br />from the disturbed areas will be passed through a sedimentation <br />pond or a series of sedimentation ponds. The permit area can <br />be divided into three basic areas for purposes of discussing <br />drainage. These areas are the temporary coal stbrage area/park- <br />ing lot, the mine area including all benches and access roads, <br />and the train loadout area. <br />The temporary coal storage area has been depleted <br />of coal and as soon as weather permits, will he turned into a <br />parking lot. The lot will he properly terraced and a drainage <br />program will be implemented so that all runoff from t;he parking <br />lot will be routed throui;h the sedimentation dam on Ehe south <br />side of the lot. Plate No. 1 (attached) shows the location of <br />this sedimentation dam. <br />In the mine area all drainage from the affected areas <br />will be routed through sedimentation dams. In order to ,limit <br />the number of upstream acres from which drainage, will be routed <br />through the dams, the diversion channel (as described on page <br />D-17 of the permit application) will be installed. <br />At the train loadout site, two alternatives are <br />possible. (1) Providing drainage which would route all water <br />through the orchards below the train loading site; (;?) route <br />drainage through a sedimentation pond. Por several reasons <br />CWI prefers the first al.ter.nati.ve. The orchards would provide <br />a very effective vegetative filter.
