G <br />1 <br />-3- <br />3. Is all surface runoff from the haul road "conveyed to a detention basin" <br />as per the last paragraph on page 2.05-10? Do ditches E2 and E3 convey flows <br />from the haul road to a detention basin prior to being release into the <br />natural drainage? What measures are utilized in the portion of haul road <br />between County Road No. 179 and where Ditch P-1 starts? The detention basins <br />should be identified on Map 5, Fish Creek Tipple Hydrology. <br />Access Roads <br />The following items have been identified as problems. Any changes that are <br />needed must be incorporated into the permit application. <br />1. The access road marked on Map 15, Surface Support Facilities and <br />Structure shows a 12 inch diameter culvert not shown on Figure 4, Access Road <br />Profiles. This should be shown on the profile. <br />2. Map 15, Surface Support Facilities and Structure identifies a road east <br />of Sediment Pond E as an access road, however, this road is not addressed in <br />the text. Please clarify. <br />Ponds, Impoundments and Diversions <br />The following items have been identified as problems. Any changes that are <br />needed must be incorporated into~the permit application. <br />1. Exhibit 8j, Sedimentation Pond Design, contains many references to Energy <br />Mine No. 3 including several references to Map 8a, Energy Mine No. 3 Surface <br />Water Hydrology. Since this map and related items are not contained in this <br />permit application it would be helpful to either change these references or <br />add a note to the reader explaining where the referenced material can be found. <br />2. From Table 1, Sedimentation Pond E Design Specifications it is shown that <br />there is 0.1 feet of freeboard between the principal and emergency spillways. <br />The text references that the design specification allowed for a minimum of 1.0 <br />feet of freeboard between the emergency and principal spillways which is the <br />requirement of the Regulations. Please clarify. <br />3. The pond volume was incorrectly calculated and there is barely enough <br />volume to contain the sediment and flows from a 10 year - 24 hour storm <br />without outflow in the emergency spillway. Any additional sediment present <br />prior to the storm will cause outflow through the emergency spillway of a 10 <br />year - 24 hr storm. This needs to addressed. <br />4. It would be helpful to the reader who is not familiar with the original <br />Energy No. 3 permit to add a note to the map titled Energy Mine No. 3 Ditch <br />and Dam Profiles to explain that Ditches P1 and P2 are part of the Energy Mine <br />No. 3 permit volume. <br />
