SHELTON, Director <br />DATE: January 23, 1985 <br />T0: Sandy Brpwn <br />FROM: Anne Baldrige ~~• <br />RE: Fish Creek Tipple Adequacy Review and Findings <br />I have finally finished my review of the Fish Creek Tipple permit <br />application. As we decided, I have at the same time completed the findings <br />document. I am enclosing a list of items I think Twentymile Coal should <br />address or change in the permit document. A lot of this permit verbiage was <br />taken directly from the Energy Mine No. 3 permit and some changes to reflect <br />the facilities and operations at the tipple were not made. For clarity, I <br />think these need to be changed. Most major problems identified are <br />incorporated into the findings document as stipulations. Also, the rail spur <br />is not contained within the permit boundary and should be. <br />2.04.7 - Hydrology Description <br />The following items need to be clarified. Any changes that are needed must be <br />made and incorporated into the permit application. <br />1. Monitor Wells Nos. 08-77-42, OS-77-43 and 08-77-58 are referenced on page <br />2.04-20 as being shown on Map 5, Fish Creek Tipple Hydrology. These wells are <br />not located on this map. <br />2. Table 31, Ground Water Monitoring Data does not show any wells flowing <br />water at the surface as referenced on page 2.04-20. This table also does not <br />contain data specifically related to Wells 08-77-42, 08-77-43 and OS-77-58. <br />3. On page 2.04-21 the first paragraph reference to Table 26 should be Table <br />31, Ground Water Monitoring Data. <br />4. The depth to the water table as stated in the first paragraph on page <br />2.04-21 is less than 10 feet. While this is true of wells located close the <br />active stream channel in the center of the valley floor, wells located farther <br />from this area show water levels greater than 10 feet. <br />5. In the first paragraph of page 2.04-21 it states "the alluvium is <br />generally less than 20 feet" while in the second paragraph it states "the <br />thickness of the alluvium varies from 8 to 35 feet." Please clarify. <br />6. The last sentence on page 2.04-23 appears to be incorrect in view of the <br />fact that Fish Creek is a perennial stream with base flow sustained by ground <br />water <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
