The access road marked on i~1ap 15, Surface Support Facilities and <br />Structures, shows a 12 inch diameter culvert not shown on Figure 4, Access <br />Road Profiles. This should be shown on the profile. <br />2. Map 15, Surface Support Facilities and Structures identifies a road <br />east of Sediment Pond E as an access road, however, this road is not addressed <br />in the text. Please clarify, <br />Ponds, Impoundments and Diversions <br />The following items have been identified as problems. Exhibit 8 Sedimentation Pond Design, contains many references to <br />Energy Mine PJo. 3 including several references to Map 8a, Energy i4ine Plo. 3 l/// <br />Surface Water Hydrology. Since this map and related items are not contained <br />in this permit application it would be helpful to either change these <br />references or add a note to the reader explaining where the referenced <br />material can be found. <br />2. From Table 1, Sedimentation Pond E Design Specifications it is shown <br />tf)at there is 0.1 feet of freeboard between the principal and emergency C )L <br />spillways. It would be helpful to the reader who is not familiar with ti)e original <br />Energy No. 3 permit to add a note to the rnap titled Energy Mine No. 3 Ditch <br />and Dam Profiles to explain that Ditches Pl and P2 are part of the Energy htine <br />PJo. 3 permit application. <br />Alluvial Valley Floors <br />1. The tipple area is situated on 25-35 feet of fill. The text states <br />that this fill was installed to elevate the tipple facilities above the flood <br />plain. If this is the case, a discussion of the tipple fill and removal <br />should be contained within the permit application. For a more detailed <br />explanation see the Alluvial Valley Floor section of the proposed findings. <br />2. Page 2.06-12 references 2 areas ackno~rledged as meeting the geomorphic <br />criteria of alluvial valley floors. The same paragraph lists three areas. <br />Page 2.09-19 also references only 2 areas. Please clarify. <br />
