Memo - Jim Stevens - 3 - April 19, 1989 <br />2.05.4(2)(d) Topsoil Redistribution <br />There are two areas in this section of the application which the operator <br />needs to clarify. First of all there is no commitment made to a reapplication <br />depth for topsoil. As previously discussed, a preliminary recommendation of <br />fifteen (15) inches should be reapplied; however, a final determination can be <br />made upon reviewing the forthcoming soil resource information. In any case, a <br />commitment for reapplication depth must be in the text of the application when <br />a final determination is made. <br />The second area is that of providing soils analysis for determining the <br />viability of the soil as a growth medium after redistribution. The <br />application contains a statement that "nutrient reconditioning shall be <br />applied to the redistributed topsoil if recommended by the Division or <br />the local SCS". It is recommended that the operator commit to a soil test <br />(as required by Rule 4.06.5) after redistribution to determine soil <br />suitability, nutrient content, and specifically fertility requirements. <br />The analysis should include but not be limited to: pH, % OM, EC, SAR, N, P, <br />K, Texture, and Saturation %. This commitment should be incorporated into <br />the text of the application. <br />This concludes my review of the Rimrock application for the requested <br />categories.
