Memo -Jim Stevens - 2 - April 19, 1989 <br />area. In conjunction with this two samples from each pit (one from the A <br />horizon and one from the B horizon) should be collected and analyzed for <br />the following parameters to determine the soils suitability for reclamation <br />(pH, % OM, EC, SAR, Saturation %, Particle Size Analysis, Texture, N, P, K). <br />Upon receiving this information a determination can be made about the quantity <br />and quality of soil available for reclamation purposes. <br />(2.04.12) Prime Farmland Investigation <br />The second area of concern is the prime farmland investigation. The operator <br />requests that a negative determination be made with regard to prime farmland <br />in the area. It is unlikely that prime farmland exists within the proposed <br />permit area; however, I think it is in the best interest of the Division to <br />further document this. Therefore, I recommend that the operator obtain a <br />letter of concurrence from the local SCS office stating that prime farmland <br />does not exist in the permit area and will not he affected by the proposed <br />operation. <br />2.05.3(5) Topsoil Removal and Storage <br />There are a couple of points which will require clarification in this <br />section. The first one is the proposed stripping depth which is not <br />expected to exceed one foot. Based on the soil description provided there <br />may be as much as two (2) feet of useable topsoil available. Therefore, <br />my preliminary recommendation is that a minimum of one foot be stripped <br />and fifteen (15) inches should be the average s ripping depth. A final <br />determination of stripping depth will not be possible until the soil resources <br />are mapped in more detail on the proposed disturbance area. I am basing my <br />preliminary recommendation on achieving a final cover of at least 12 inches <br />which should be sufficient to meet the final land use of rangeland. Taking <br />into account variables for rock content, settling, compaction, erosion, <br />operator error, etc., I feel that a final cover of twelve (12) inches can <br />be achieved by stripping, stockpiling, and replacing fifteen (15) inches <br />of topsoil. This is a preliminary recommendation and if after further <br />investigation of the soil resources it is determined that a considerable area <br />is composed of the Capulin soil I would possibly recommend a deeper stripping <br />depth. <br />The second point I would like to address in this section is that of the <br />proposed cover crop for protection of the topsoil stockpiles. The <br />application contains a statement which says, "These plants shall be determined <br />in cooperation with the local Soil Conservation Service". This statement is <br />inadequate and should be deleted from the text or have, "and be approved <br />by the Division", on the end of the sentence. The operator may obtain <br />recommendations from the local SCS; however, he should submit a temporary seed <br />mix in a format analogous to the final revegetation seed mix. Upon receiving <br />this mix it will need to be approved by the Division. <br />
