I have <br />identified a number of areas where the plan is lacking and I would <br />like to get these issues worked out so that you are clear on what <br />work is required when you begin the reclamation this summer and the <br />Division is clear on what the reclamation will entail for the mine <br />so that the bond can be released more quickly. Therefore a minor <br />revision application should be submitted which addresses the <br />following questions and requests. <br />1. We had discussed at an earlier date the seed mix for the mine. <br />If it is still your intention to revise the seed mix please do <br />so at this time. <br />2. As Jac}.1yn mulch is no longer available please revise the <br />permit to identify which type of mulch will be utilized and <br />how it will be applied. <br />3. Does the landowner intend to graze the reclamation? <br />4. The bac}:filling and grading plan needs to identify the fact <br />that coally material will be handled separately from the good <br />clean backfill. The Division's recommendation is to segregate <br />the coally material backfill this material compact the <br />material and then backfill benches with the clean backfill. <br />This plan would also include the reclamation of the refuse <br />pile. <br />The backfilled area should be graded to approximate pre-mining <br />slopes to provide adequate drainage and which meets a minimum <br />static safety factor of 1.3. A stability analysis of the <br />backfill should be provided to show that it will meet the <br />minimum static safety factor. <br />
