Topsoil Stockpile F will not be utilized until some time in <br />~~? late 1998 or• early 1999. The remaining stockpiles will be <br />~+~"~~" used prior to the end of 1997, which is the worst case <br />disturbance ;year. This is why we have showed "no" volume for <br />the bond estimate. <br />8. Unlike the EMF program which allows direct input of an <br />altitude adjustment factor, the FPC :program does not contain <br />this option. The only place to input job correction factors, <br />such as altitude adjustment, would be to take them into <br />account when inputting the operator efficiency. For all <br />topsoil replacement calculations, SCC used an operator <br />efficiency factor of 83 percent. We believe that for the <br />bonding estimate, this percentage i:> conservative and would <br />account for most job correction factors involved in topsoil <br />replacement. <br />9. The costs associated with the construction of postmine <br />~ drainages is included in the estimate already. Under <br />backfilling and grading on Page 3, SCC states, "all highwall <br />~_~~ slopes would be reduced to 5h:lv." This produces a final <br />topography that could not only be revegetated, but would also • <br />~„ allow drainage to flow through the pit area in the worst case <br />year without impounding water. This drainage channel <br />reconstruction is not broken out as an individual project, but <br />included in the overall costs of backfilling and grading the <br />final pit area. <br />10. SCC proposes not to post bond for Pond 11 at permit issuance <br />i and requests a stipulation such that bond will be posted prior <br />`/~ <br />l" to any construction activities taking place. <br />11. 'We also will not reclaim these roads since they <br /> existed prior to mining operations a:nd will be utilized after <br /> the reclamation liability period has expired.
