described in Tab 20. These erosion control efforts will be •
practiced until the reclaimed drainage is stabilized.
SCC also ran the SEDCAD model using t11e 20.15 cfs value. The
drainage rem«ined stable using this 1•~igher value.
71. This comment was a duplication of comment No. 36 under Tab 13-
Facilities. Please refer to the response for comment No. 36
which addres::es the concerns of the Division.
Tab 21 - llinesoil Reconstruction
72. As specified in the title of Table 1 (Page 9), Footnote 2 of
Table 1 (Page: 11), the "Soil Salvage '.Cechniques" text on Page
17, and the title of Table 2 (Page 18) , the proposed soil
salvage area for the life-of-mine disturbance area at Yoast
Mine is pres~anted in Table 1. The soil salvage and volume
information i'or the first five-year permit term is presented
in Table 2. Both tables are unique and the information is
accurate as presented.
73. As stated in responses to Comments 31, 68, and 69, SCC will
provide the Division with proper documentation for retaining
Haul Roads A and B as permanent postmine features. The
• landowner consent forms will be provided by March 15, 1995 and
will be included in Appendix 22-2 of Tab 22. •
74a. SCC proposes using a pH value of less: than 5.0 as unsuitable
per the WDEQ guideline.
b. SCC proposes using a selenium level of greater than 0.15 ppm
for determining unsuitable overburden, underburden, and
regraded spoil strata. This value is recommended by USDI-
OSMRE. Soltanpour and Workman (1980) indicated AB-DTPA
extracted about 1.5 times more Se than hot water from mine
soils and overburden materials.
c. SCC recommends using the 1.0 ppm threshold value to determine
unsuitable molybdenum concentrations per MDSL and WDEQ
guidelines.
The following pages were revised to incorporate the changes
specified above: Tab 6, Pages 23, 25 to 28, and 36; Tab 6,
Appendix 6-3„ Pages 6-3-1 and 6-3-3; and Tab 21, Pages 1 and
2.
N/A Tab 21, Pagers 9, 10, and 11 were revised to revise soil map
unit areas to be affected in the life-of-mine topsoil
disturbance area. The revised permit boundary caused the
topsoil disturbance area to decrease by 2.8 acres.
Tab 22 - Reveaetal:ion Plaa
75.
