<br />• material. SCC has revised the "Impact of Replaced Spoil <br />Material on Ground Water Flow and Recharge Capacity" section <br />of Tab 17. Both vertical recharge potential and horizontal <br />ground water through flow (also a significant source of <br />recharge) existed in the saturated portions of the overburden <br />and coal aquifers before mining. Equivalent or greater <br />recharge potential from vertical infiltration of precipitation <br />and/or snowmelt and recharge potential from horizontal ground <br />water through flow from the undisturbed portions of the <br />bedrock aquifers immediately adjacent to the spoil has been <br />reestablished in the postmining landscapes. <br />Tab 19 - Reclamation Schedule <br />67. The soil replacement thickness will be documented and recorded <br />prior to seeding for each reclamation block and the results <br />will be submitted to CDMG with the Annual Reclamation Report <br />as specified on revised Page 25, Tab 21. <br />The reclamation schedule on Page 8, Tab 19 has also been <br />revised to include topsoil sampling to verify replacement <br />depths. Areas will be sampled after they have been topsoiled <br />and prior to seeding of these reclaimed areas. This sampling <br />will assure SCC of maintaining an adequate topsoil balance <br />throughout the life-of-mine. Documentation of all topsoil <br />• sampling will be maintained at the mine site, and submitted in <br />the Annual Reclamation Report prepared for the Division. <br />68. Table 19-1 has not been revised to remove the 10.2 unreclaimed <br />acres of haul road that will be retained in the postmine land <br />use. As stated in response to Comment 31, Seneca will provide <br />the Division with the necessary landowner consent forms for <br />the proposed postmine land use by March 15, 1995. It should <br />be noted that the retention of the access road is consistent <br />with language in lease agreements already signed by SCC and <br />the respective landowners. Landowner consent and comments <br />will be included in Appendix 22-2, Tab 22 of the PAP. <br />Tab 20 - Backfillinq and Gradin <br />69. Exhibit 20-2, Postmining Topography Map, has not been revised <br />to include haul road reclamation on that portion of the road <br />which is to be retained. As stated in responses to Comments <br />31 and 68, SCC will provide the Division with the necessary <br />landowner consent forms and documentation for the proposed <br />postmine land use by March 15, 1995. <br />70. Information supporting the 3.51 cfs reclaimed drainage basin <br />are now included in Attachment 20-1. The revised runoff is <br />4.77 cfs due to using the 2.5 precipitation value. A curve <br />number of 61 was assigned to this portion of the reclaimed <br />. drainage (held for release category).
