<br />785.19 <br />(a) Hubbard Creek and its associated floodplain qualify as <br />being adjacent to the proposed mining operations and be- <br />ing a valley holding a stream in the arid or semiarid <br />regions of the U.S. west of the lUOth meridian. <br />(c)(1) The applicant must therefore provide the necessary in- <br />formation required by the regulatory authority to make <br />a determination as to whether the floodplain of Hubbard <br />Creek constitutes an alluvial valley floor. Land areas <br />which need to be investigated should be identified by <br />the applicant thzough consultation with the regulatory <br />authority. Subsequent studies should provide the inform- <br />ation described in this paragraph of the permanent reg- <br />ulatory authority. This includes: <br />(i) mapping of unconsolidated scream-laid deposits hold- <br />ing streams, <br />(ii) mapping of all lands subject to agricultureal activ- <br />ities, <br />(iii) mapping of all lands that are currently or were his- <br />tonically flood irrigated, <br />(iv) documentation that the identified lands are, or are <br />not, subirrisated, <br />(v) documentation that the identified areas are, or are <br />not, flood irrigable, and <br />(vi) analysis of aerial photographs to show seasonal dif- <br />ferences in vegetation patterns. <br />General Comments <br />Methods for restoring areas disturbed by roads and associated <br />erosion control structures (which will be abandoned after mining is <br />completed) are inconsistent with those required by the rules and <br />regulations. <br />There are three revegetation plans included in this application. <br />The three plans cause confusion which should be eliminated. <br />Tiie revegetation map exhibits a great deal of information and <br />is difficult to understand. It may be mislabled in some cases. <br />For example, an area is labled "Berm on Access Road" but no road <br />appears to be within l0U feet of the label. <br />The fact tnat the scope and nature of the mine plan seems to <br />have changed over the time period taken to generate the various maps <br />and documents in the application creates confusion and makes it <br />difficult to know which narrative, map, or document applies to the <br />13 <br />
