Section 817.13 requires the first normal <br />planting period. Spring planting could be completed <br />if erosion control requirements dictated such a plant- <br />. ing time. <br />(ii) Introduced species are included in the plan. Their <br />use would be appropriate for the intended land use <br />but acceptable native species (other than western <br />wheatgrass) could be included. Acceptance of this <br />seed mixture is a regulatory authority decision. <br />No shrubs are included in the mixture even though <br />this is wildlife winter range and such shrubs were <br />a normal part of the premining vegetative cover. <br />(iii) No planting methods are stated. <br />(iv) No indication as to how much mulch, how it will be <br />applied, or how it will be anchored is provided. <br />(v) Irrigation is alluded to "if needed" but no details <br />of an irrigation system are included. No pest con- <br />trol measure s, are given. <br />(vi) The company's statement is a restatement of the rules <br />and regulations. No methods or techniques are given. <br />(vii) No plan is given on how (frequency, depth, etc.) soil <br />testing will take place. <br />(7) The company states they will bury toxic material but they <br />do not specify how it can or will be identified. ido con- <br />tigency plaits are evident. <br />(~) No maps, cross sections, or detailed plans are included <br />in the application. <br />(9) Plans for controlling erosion during operations are not <br />included for the portal site. <br />784.14 <br />(b)(1) Provide a narrative description of the sediment control <br />plan depicted in Exhibit F. <br />(2) Identify proposed quantitative limits on pollutants in <br />discharges in terms of the more stringent of: <br />(i) Subchapter K or, <br />(ii) other applicable State and Federal laws. <br />(3) Provide a monitoring plan for the collection of water <br />quality and quantity data. <br />8 <br />
