Plan - Sealing of L'nderoround Opening <br />Tha applicant states that the portals will be backfilled to a depth of <br />12 feet and that exposed coal outcrops will be covered c~~ith 4 feet of <br />non-combustible earth material. Information should be supplied :which <br />demonstrates that the amount of material required is available to the <br />applicant for- use during reclamation. <br />2.05.4(2)(b) Reclamation Plan - Bond Estimate <br />The applicant must submit a detailed estimate o_` the cost of reclamation <br />of the operation. The estimate should be based on the cost required to <br />implement the proposed reclamation plan in conformance with Rule 3 of <br />the Rules and Regulations. Please be aware of the fact that performance <br />bonds are based on third party costs, i.e. what would it cost the <br />Division to implement the proposed reclamation plan. <br />2.05(4)(2)(h) Reclamation Plan <br />~b~l~ <br />The applicant should forward to the Division conies of the Air Emission and <br />NPDES permits when they are received from the Department of Xealth. <br />2.05.5 Post-Mining Land Use <br />The applicants pre-mining lard use map depicts the disturbed area in <br />Hau Gulch as haglard, irrigated cropland. The application states that <br />• the entire disturbed area will be returned to rangeland. <br />If the applicant is proposing to change the land use then all apriiicable <br />material required by 4.16 must be submitted. <br />2.06.8 Surface Coal Fining and Reclamation Operations on Areas, or <br />Adjacent to Areas, Including Alluvial valley Floors <br />The applicant should submit information which demonstrates that the <br />essential hudrolo_gic functions of Hay Gulch can and will be restored <br />when mining ceases. Basically, this can be accomplished by showino that <br />alluvial soils will be replaced, the topography restored and the area <br />planted with a seed mix consistent with existing vegetation. <br />Additionally, the applicant will be required to install an alluvial <br />monitoring c,re11 downstream from the discharge point of the sediment pond. <br />This will be necessary to ensure that the operation is not diminishing <br />the quantity or qualitu of Hay Gulch. When the well is required the <br />following information can be gathered and submitted to the Divisicn. <br />1. Transmissivity of the alluvial aquifer; <br />2. sto rativi ty; <br />3. depth of mottling; <br />4. depth of ground water; and <br />S. depth and width of alluvium <br />. A cuartcrly n~nnitorinq program will be established to determine any <br />changes to the alluvial aquifer that may occur. The Division c~~ill develop <br />a Iist of sampling parameters during the tinal rcvzew process. <br />/op <br />
