-3- <br />2. The reply to concern No. 6 of our earlier adequacy letter does not meet <br />the requirements for establishing revegetation success criteria for the <br />Blue Flame mine. To assist Blue Flame in establishing revegetation <br />success criteria, the Division proposes the following criteria (which <br />is a slight modification of the success criteria for the King Coal <br />Mine). <br />a. The standard for herbaceous cover is 30 percent to be measured <br />either by ocular estimates using a lm2 cover quadrat or by the <br />point-intercept method. <br />b. The standard for herbaceous productivity is 500 pounds per acre of <br />dry biomass measured through the use of the harvest method via <br />lm quadrats. <br />c. The standard for woody plant density is a minimum 600 stems per <br />acre. <br />d. Please respond to the following concern, as raised in our previous <br />adequacy letters, that Blue Flame has yet to address. <br />"Please provide the letters from the surface landowners <br />(pertaining to post-mining land use) as requested <br />pursuant to Rule 2.05.5(2)(b)." <br />2.10 Maps and Plans <br />1, A review of the various maps submitted indicated that neither access <br />road is included in the permit area. It is necessary to include that <br />portion of the access road from the King Coal Mine access road to Blue <br />Flame's mine bench and that portion of the access road (on the west <br />side) from kighway 120 to the Blue Flame mine bench. Please revise all <br />of the maps accordingly. <br />
