-2- <br />2.04,7 Hydrology Description <br />1. In reply to concern 4 of our second adequacy letter, Blue Flame <br />committed to monthly water quantity and to quarterly water quality <br />samplings. However, the quality and quantity time table attached does <br />not report these commitments. The Division suggests that Blue Flame <br />eliminate the time table and allow the text to stand on its own with <br />the specified commitments. Also, the Division would suggest that the <br />water quantity measurements be submitted quarterly with the water <br />quality measurements. <br />2. Blue Flame needs to depict the location of the 500 gallon portable <br />plastic water tank on t4ap 1 if in fact this tank is to be installed on <br />the site. If the water tank will not be installed, we will need <br />verification that it is acceptable with the Division of Water Resources <br />to utilize sediment pond water. <br />The Division suggests that Blue Flame revise the sediment pond sediment <br />disposal scenario. Rather than disturbing new areas to the south and <br />west of the proposed pond, the Division suggests that sediment removed <br />from the sediment pond be placed in an unused portion of the mine bench <br />area or be added to the topsoil pile if the quality of this material is <br />sufficient to be classified as "topsoil". Blue Flame should depict the <br />revised location of the sediment disposal area on Map 1. <br />2.04.11 Fish and Wildlife Resources <br />The Division has received comments from the Division of Wildlife to <br />satisfy our earlier concerns. <br />2.05.3 Operations Plan -Permit Area <br />1. In response to concern 1 of our earlier adequacy letter, Blue Flame <br />makes no mention of the location of the explosives storage area. The <br />mining plan specifies underground detonation of explosives to assist in <br />coal mining but there is no explosives storage area depicted on Map 1. <br />If all explosives related items are to be stored underground, a <br />statement to that effect is needed; otherwise, the location of the <br />explosives storage area must be depicted on Map 1 and addressed in the <br />text. <br />2.04.5 Reciamation Plan <br />1. What is the anticipated depth of soil medium to be salvaged from the <br />proposed sediment pond area? A specific depth in inches needs to be <br />specified by Blue Flame. Also, Blue Flame should specify the specific <br />depth in inches of topsoil to be returned to the sediment pond area, <br />
