The information submitted for the location of the discharge <br />points and the type of flow measuring devices utilized are sufficient. <br />The information for Containment Requirements is Incomplete. The permit <br />states that the 10 year, 24 hour precipitation figure (inches of rain) will <br />be submitted and the gauge station used must be identified. Also the certi- <br />fication by Leonard Rice Consulting Mater Engineers verifies the design of <br />_•the sedimentation ponds but not the construction and maintenance of the <br />facilities, The other engineering firms only certify the construction of <br />seven (7) of the eighteen (18) ponds identified on the design, please clarify <br />this situation. <br />The BMP program for Energy 1, 2, 3 and Eckman Park Mines should include in <br />the SPLL plan a descript[on of the reporting procedure used to alert the <br />appropriate agencies in the event of a spill.
