curve numbers.
b. The roads at Yoast are not paved and therefore, the assigned
ranges remain as stated.
c. Per Tab 9, Addendum 5, the Hydrologic Group Classification for
Topsoil Salvage areas would change only if the water intake
rate is different. The only soil series that would change
would be Routt (2D, 2E) and Buckskin (12C, 12D). These two
types would have a D hydrologic grouping after the topsoil
had been salvaged. The spoil, graded spoil, and pit areas
overall have moderate rates of water intake because of high
rock content and numerous continuous fractures. Of course,
the Lennox overburden would have slower intake rates than the
sandier Wadge overburden, but the averaged rate would still be
a moderate rating.

In the interest of resolving the question of May through
October versus the annual average precipitation, SCC has
agreed to use the precipitation values suggested by the
Division for this exercise.
Seneca Coal Company (SCC) has included language on Page 11,
Tab 13 indicating the remaining three sedimentation pond
design reports (012 to 014) will be submitted to the Division
for review and approval prior to construction.
Pages 13-17 and 13-7-1 have been revised and coincide with the
information shown on Exhibit 13-9. The road ditch side slopes
will be 3:1 on one side and 2:1 on the other. SCC was unable
to find on Page 13-7 where we committed to 5:1 slopes. If
this page was referenced erroneously by CDMG, SCC will revise
this statement where it does appear to stay consistent with
the other information.
SCC has proposed to retain a portion of haul roads A and B as
a permanent access road. SCC will provide the Division with
the necessary landowner consent forms for the proposed
postmine land use by March 15, 1995. It should be noted that
the retention of the access road is consistent with language
in lease agreements already signed by SCC and the respective
landowners. The description of the postmine road is detailed
in Items a to g under the retention heading on Page 22.
Landowner consent and comments will be included in Appendix
22-2, Tab 22 of the PAP.
32. SCC will submit to the Division either a copy of the permit
obtained or a written waiver thereof from the Colorado
Department of Health or Routt County for installation of a
septic system prior to construction. The text on Page 32, Tab
13 has been revised to include this statement.
33. Tab 13, Table 13-2 and Tab 13, Attachment 13-1, Table 2, Pages
13-1-6 and 13-1-7, were updated to include soils mapped in the
