Ronel Finley <br />Page 3 <br />July 5, 1985 <br />In addition, concerning the last paragraph of your memo of May 20, 1985, I hope you <br />understand That shrub densities over the entire mine site are based on live topsoiling <br />and shrub seed plantings (see seed mixes, Tab 13) as well as the high density shrub <br />island plantings. The purpose of the shrub islands is not to supply all of the shrubs <br />for the entire mine site. The islands optimize the chance of success of shrub estab- <br />lishment on a localized basis, increase habitat diversity and edge-effect, and act as <br />a concentrated seed and root-sucker source for the furtherspreod of shrubs into the <br />reclamation. Combined with the live-topsoiling and shrub seed in the seed mixes, <br />such a program of shrub establishment will meet both the density requirements of <br />the law and ecological requirements for wildlife. <br />If you have any questions or comments or if Mr. Lockhardt feels I have misstated our <br />understandings, please let us know. <br />Sincerely, <br />James S.
