because the total area disturbed by mining is so small, it
is highly unlikely that any decrease in natural subirriga-
tion along Bolton Draw will be detectable.
It is further unlikely that seepage from sedimentation pond
4 will be a problem. However, even if minor seepage occurs
through the life of the pond, it is even more unlikely that
potential salt-laden waters will impact main Bolton Draw
any more than it already has been. Page 10 of this Addendum
states that the Spicerton Soil Series indicative of down-
stream Main Bolton Draw is already heavily laden with "Salts
sufficient to affect plant growth..." It is further stated
as to the natural subirrigation potential that "...much of
the soil moisture is not available for plants because of the
salt content." This is evident by the common types of
vegetative species occuring in the downstream reaches of
Main Bolton Draw (referred to on Page 10 of this Addendum).
Also, in reference to the BLM's TEA #CO-010-9-183 Section IV
ld, Wyoming Fuel Company will obtain written permission from
the BLM before mining through the North Fork of Bolton Draw.
2.10
Maps and Plans
2.10(2) Permit & Adjacent Areas
Wyoming Fuel Company will provide the necessary profess-
ional engineer certification on all maps and drawings as
required.
4.05
Hydrologic Balance
4.05.6 Sediment Ponds
Designs for Pit #1, Pond #1 as well as the diversions are
found in Attachment 2. The emergency spillway elevations
for the ponds describes the maximum water level during the
25 year 24 hour event, as the spillways have been designed
for this event.
4.08
4.05.6(3)(b) A marker as shown on Figure 2 from original appli-
cation (revised July 28, 1981) will be constructed
to show 60~ and 100 sediment levels but will only
be visible when the pond is dry.
4.05.6(3)(b) Wyoming Fuel will maintain a 1" opening in the gate
of the dewatering device at all times.
Use of Explosives
4.08.2 Pre-blasting Survey
Wyoming Fuel Company will notify M&T of their right to a
pre-blasting survey and conduct one if they desire.
-].3-
