The following <br />summary of AVF work takes into account the information gained during <br />the reconnaissance visit. <br />Task I and III will provide additional information regarding sub- <br />irrigation of agriculturally useful species, flood irrigation and <br />geomorphology of the Ward and Williams Creek valleys. Based on this <br />information, AVF determinations will be made for these two drainages <br />in the vicinity of the Red Canyon #1 Mine. <br />If AVFs are identified, KT will take all information collected <br />and identify the essential hydrologic functions (subirrigation and/or <br />flood irrigation) of the Ward Creek and Williams Creek valley. In <br />addition, KT will assess the impacts of the Red Canyon #1 Mine to <br />farming operations on the identified AVFs. More specifically, a <br />finding as to the "significance" of impacts to the farms' production <br />will be made. If it is found that the farms' productions will be <br />significantly affected. then KT will also assess whether adjacent <br />mining activities will materially damage the cuantity or quality of <br />waters that supply the designated AVF. If it is found that the farms' <br />production on the AVF will not be significantly affected by the Red <br />Canyon #1 Mine, then KT will evaluate whether the AVF's essential <br />hydrologic functions (i.e., flood irrigation and/or subirrigation) will <br />be reestablished following mining. It should be noted that KT will <br />factor into its analysis the response from CMLRD regarding the appropriate <br />definition of a "farm" in the Ward Creek and Williams Creek valleys and <br />also the implications to an AVF designation where a considerable amount <br />of water supplied to an AVF is "imported" from another drainage. <br />KT will also develop and recommend to Grand Mesa Coal Company a <br />hydrologic and vegetation sampling program to monitor the agricultural <br />productivity of the AVF and also preservation (or restoration) of its <br />essential hydrologic functions. <br />7 <br />
