SCC still preparing response.
Tab 25
1. As was stated in the March 13 response letter, SCC has revised
all backfilling and grading calculations in the bond estimate
~ to account for a swell factor of 17 percent. The loose cubic
yardages in Table 25-2-3 are swelled 17 percent of the bank
cubic yardages. These same yardages were used in Worksheets
WA-5, WA-6, and WA-7 in Attachment 25-3, and the bank cubic
yardages were used for input into the EMF program in
Attachment 25-6. The bank material density inputs were kept
the same from the original EMF estimates calculated in
September 1994. For the revised calculations, the loose
material density was swelled at 17 percent. In the original
estimate, swell factors of 25 percent and 15 percent were used
• respectively for the highwall and spoil areas. The EMF
4
