As was stated in the March 13 response letter, SCC has revised <br />all backfilling and grading calculations in the bond estimate <br />~ to account for a swell factor of 17 percent. The loose cubic <br />yardages in Table 25-2-3 are swelled 17 percent of the bank <br />cubic yardages. These same yardages were used in Worksheets <br />WA-5, WA-6, and WA-7 in Attachment 25-3, and the bank cubic <br />yardages were used for input into the EMF program in <br />Attachment 25-6. The bank material density inputs were kept <br />the same from the original EMF estimates calculated in <br />September 1994. For the revised calculations, the loose <br />material density was swelled at 17 percent.
