Prior to sediment pond construction, the permittee will submit to the <br />Regulatory Authority revised pond designs which will insure that runoff stor- <br />age capacity will mat be reduced by ground water draining into the pond at arty <br />time during the year. Furthermore, the plan will include a proposal far lin- <br />ing the pond, or other~ise preventing the contamination of near surface ground <br />water as a result of percolation through the alluvium. <br />2. Within one month of permit issuance, the permittee will submit to the <br />Regulatory Authority a revised pion far handling possible flooding of portions <br />of the permit area. The plan will include an evaluation of alternative flood <br />control techniques and poterrtiai downstream effects of arty flooding in the <br />area will be included in the evaluation. <br />3. 'dithin one month of permit issuance, the permittee will submit to the <br />Regulatory Authority a detailed plan for handling and treating arty discharge <br />of water from the underground workings which does not meet the effluent limit- <br />atiarts of 4.05.2. The plan will address the measures to be used to prevent or <br />control gravity discharge including conveyence to, maintenance af, and dis- <br />charge from sumps, sedimerrtatian ponds ar a treatment facility an the permit <br />area. <br />• 4. The applicant will submit t0 Regulatory Authority art annual report of in- <br />flows, discharges and consumption of water within the Bear ~3 mine. This re- <br />port is to include a mine warkirtgs map showing the location acrd quantity of <br />inflows; a table keyed to the mine map which shall contain the source (i.e., <br />fault, fractures, etc.), quantity, duration and quality (i.e., pH, electro- <br />conductivity and temperature) of all irrflaws; a table containing retards of <br />water discharged from the mine, consumed in the mine and imparted for use <br />within the mine; a discussion of water balance within the mine; and finally, a <br />projection of hydrologic impacts of mining in the upcoming year. <br />5. Bear Caal Company shall continue to monitor the three North Fori alluvial <br />wells to monitor the effeCS of mining an alluvial ground water. This moni- <br />toring shall include monthly monitoring of ground water levels, pH, temper- <br />ature and eleC ro-conductivity. On a quarterly basis, ground water quality <br />analyses shall be run on samples collected from these alluvial wells. The <br />water quality samples shall be analyzed for those parameters in Attachment 2 <br />of the CLMRO permit. All data shall be suanitted to The Regulatory Authority <br />within one month of the date of collection. The Regulatory Authority may <br />reduce this frequency of analysis, the number of parameters analyzed, and num- <br />ber of wells monitored upon comple*_ion of the year's collection of dot.:. <br />6. The pe^nittee will submit to the Office of Surface Mining an annual <br />hydrologic r9 port. This report shall include an analysis of all hydrologic <br />• data gathered during the year, an assessment of the impacts of mining during <br />t;;e year, and an assessment of the projected impacts of mining .n the <br />'ollc•Ning !eer.
