Only following the
completion of testing which verifies the durability of the refuse could
the thicker uncompacted Lift procedure be utilized. Durability sampling
and testing should be completed and certified to the Division by a registered -
professional engineer, Zicensed to practice in the state of Colorado.
Configuration of the Fill Terraces
Section 30 CFR 817.74 (g) specifies the required configuration of terrace
benches and terrace ditches. Terrace benches are required to be graded
to a 5~ slope towards the embankment. Terrace ditches should have a 5~
cross slope towards the peripheral drainage channels. Northern Coal's
application specifies 20 slope towards the embankment and fails to state
a terrace ditch cross slope towards the peripheral ditches of the fi1Z.
The application will have to be amended to provide the proper terrace
and ditch slopes to conform with the required specifications.
Waste Material Effluent Quality and Limitations
-.-- __. Section 30 CFR 8I7.71(a)(1) states that leachate and surface runoff from
- _ __- the fill may not degrade surface or groundwaters or exceed the effluent
- - ----~ limitations of 30 CPR 817.42. No waste material, leachate or effluent
quality analyses are contained within the application_ Roy Cox is
currently reviewing the application and will provide you with required
analyses to be submitted by the applicant in order to make the application
complete.
koadway Construction
Page 13-14, Section 13.4.1.4 incorrectly cites the class IZ roadway design
and construction requirements as being contained within section 30 CFR 817.163
(d)(Il). The correct citation should be section 30 CFR 817.162(d)(11).
Particular care will have to be exercised if waste materials are utilized
in roadway embankment construction, in ord?r to avoid contamination with
organic material, coal or coal blossom.
(cont'd)
