- j.. <br />The final contour map, 2.05.9(2)(c)-1 does not depict t1~e postmining <br />contours of the surface facilities and portal areas, but is basically <br />a copy of the premining contours. An appropriate map which actually <br />depicts the proposed reclaimed contours must be submitted. <br />Topsoil Redistribution - Rule 2.05.4(2)(d) <br />The applicant has proposed to redistribute a 6" depth of topsoil on <br />5 acres of the disturbed area including the reclaimed western portals, <br />the refuse pile and an area north of the river. In Figure 2.05.9(2)(b)-1 (a) <br />it is stated that, due to an insufficient volume of topsoil existing in <br />stockpiles on site, 2,900 cubic yards of soil would be imported. The <br />source of the imported soil must be specified and analyses of texture, <br />SAR, EC and pH must be provided. <br />It is stated on page 71 of the revised application that topsoil would <br />be spread with a front end loader. This would obviously not be possible <br />on the steep slopes in the area of the reclaimed western portal. The <br />applicant must describe how topsoil will be distributed and stabilized <br />on the steep slopes. <br />It is further stated on page 71 that, due to the highway construction and <br />proposed construction of ARCO's freshwater pond, "any efforts to reclaim <br />the office - shop area will be negated in the near future." It is implied <br />that only those areas which are topsoiled will be seeded. This is not <br />accpetable, and is further discussed under the revegetation section of <br />this letter. <br />The application should be amended to contain a plan for ripping the <br />regraded surface after final grading throughout the reclaimed surface <br />whether topsoil is to be reapplied or not. This is necessary to relieve <br />compaction and allow for roc,t penetration, as well as eliminate slippage <br />surfaces where topsoil is applied. <br />Revegetation Plan - Rule 2.05.4(2)(e) <br />As stated earlier in this letter, Bear Coal Company should amend the <br />application to indicate that the entire surface facilities area, including <br />the area to be occupied in the future by the ARCO freshwater pond will <br />be reseeded. Topsoiling will not be required east of the Ift" CP1P, but <br />the application should specify how the seedbed will he prepared by ripping, <br />chiseling and disking in order to relieve compaction and provide a surface <br />amenable to drill seeding. <br />Seedmix - Rule 2.05.4(2)(e)(ii) <br />She application should be amended to indicate the approximate acrcaye and <br />location of areas to be broadcast and drill seeded. Shrub species, <br />including serviceberry, antelope bitterbrush, and chokecherry should be <br />included in the broadcast steep slope mixture, as these species are <br />adapted to the shallow, rocky soils occ~~*ring naturally on the steep <br />slopes in the surrounding area. At least two seeds per square foot <br />should be included in the seed mix for each woody species. Woody species <br />would not need to be included in the drill seed mixture, since the deeper <br />alluvial soils which will be drill seeded generally support a primarily <br />herbaceous community. <br /> <br />
