-I ~- <br />Any waste material generated during the operation must be disposed of in <br />accordance with the requirements of Rules 4.10 and 9.1I. The applicant <br />is advised to contact Mr. Roy Cox of the Division'stechnical staff to <br />work out a mutually acceptable level of roof, floor, and interburden <br />sampling which will be sufficient to develop a representative sample. <br />Reclamation Plan - Rule 2.05.4 <br />A reclamation timetable should be developed which gives approximate time <br />periods, following termination of all coal mining activities, for t1~e <br />completion of each major step in the reclamation plan. This should <br />include such items as approximate time required to remove all surface <br />structures, backfill the portals and portal area, smooth grade the area, <br />redistribute topsoil, and revegetate the area. <br />Reclamation Cost Estimates - Rule 2.05.4(2)(b) <br />The applicant indicates in exhibit 13 that bonding information will be <br />submitted upon general concurrence by the Division and the OSM on the <br />proposed operations plan. However, at this point in the review process <br />it is advised that the applicant now develop and submit detailed reclamation <br />cost estimates and supporting calculations for review as soon as possible. <br />Most, if not all operation and reclamation changes the Division may foresee <br />are likely to be~minor and most are reflected in the review comments <br />contained in this adequacy letter. The estimates are necessary in order <br />to determine if the total cost estimate provided is sufficient to cover <br />the entire cost of reclamation using independant contractors. The <br />estimates and supporting calculations should include, but not be <br />limited to: <br />1. Mobile Equipment Costs - a detailed worksheet is needed for all <br />reclamation activities involving mobile equipment, including relevant <br />operating assumptions, such as: <br />A. EguipmenY_ type (make and model); <br />B. Location, job efficiency, and production adjustment factors; <br />C. Labor rate used; <br />D. Reference(s) from which hourly equipment costs and production <br />figures were obtained (Caterpillar Handbook, Rental Rate Blue Book, <br />Means Cost Data, etc.). <br />2. Demolition Costs - The method utilized in determining building and <br />foundation removal costs should be included on the worksheet. <br />3. Revegetation - Items under this section should include a listing of <br />cost estimates for such items as: <br />A. Disking. <br />B. Chisel plowing. <br />C. Mulching (for both the level areas and cut and fill .slope_s). <br />D. Drill and broadcast seeding. <br />E. Perennial seed mix. <br />F. Shrub transplants. <br /> <br />
