-1~-- <br />The applicant should provide information on the maximum and average flows <br />of the ephemeral drainage in Lone Pine Gulch in order to establish a <br />baseline condition upon which any changes in the flow pattern due to <br />underground mining can be assessed. Geology and hydrology data, <br />graphs, tables, etc. which were obtained from the ARCO Flt. Gunnison <br />Permit and included in the revised application for the Bear No. 1 and <br />No. 2 should be certified as correct by a representative of Bear Coal <br />Company. <br />Soils Resource Information - Rule 2.04.9 <br />Page 2.09-40 of the application indicates that approximately 15" of <br />topsoil will be salvaged from the surface facilities area. However, this <br />salvage depth appears to have been based solely on the results of soils <br />sampling that only sampled the first 15" of material. The general soil <br />description for the Breece Loam given in Exhibit 9 indicates that for <br />this soil type, a considerably greater depth of topsoil and subsoil may <br />be salvageable. This soil type is generally well suited to both hay <br />and pasture crops grown in irrigated areas, and so it is essentnal that <br />all available topsoil and subsoil which is shown to be suitable as a <br />plant growth medium be salvaged from the area to be disturbed. This <br />will entail resampling and analysis of soil horizons in sufficient detail <br />to determine the depth to which identified materials should be salvaged. <br />This sampling should be done by soil horizon, and the results presented <br />on a soils suitability table or in a narrative which addresses the <br />suitability of each major soil horizon as a plant growth media based <br />on its physical and chemical characteristics. This type of evaluation <br />can then be used to determine an approporiate salvage depth. <br />The Division understands that the proposed portal area has been previously <br />disturbed and that no topsoil was salvaged. However, in order to <br />determine whether the existing material is suitable as a plant growth <br />medium, the applicant must sample and analyze the material and discuss <br />the results in a soils suitability narrative or table. If the existing <br />material is found to be unsuitable as a plant growth medium, then <br />appropriate soil amendments or imported soil material may he required <br />in order to demonstrate that reclamation of this area can be feasibly <br />accomplished. <br />The analyses and criteria that will be employed to determine suitability <br />of pond sediment as topsoil should be provided. A disposal plan should <br />be provided for material that is found to be unsuitable. <br />Fish and Wildlife Resources Information - Rule 2.04.11 <br />The applicant should obtain from the local Division of Wildlife office <br />an update on any potential wildlife impacts associated with the proposed <br />Bear b3 mine. The November, 19, 1980 update from DOW included in the <br />application as Gxhibit 10 discusses the existing Dear 1 and 2 operations, <br />but not the proposed Bear b3 operation. The type of information desired <br />should include, but not be limited to, a discussion of any potential impacts <br />to fish species inhabiting the North Fork, whether there are any bald or <br />golden eagle nests within or adjacent to the proposed surface facilities <br />area, and whether any big game emigration routes exist within or adjacent <br />to the surface facilities area. <br /> <br />
