.o
-zo-
XII. Vegetation - Rules 2.04.10, 2.05.4(2)(e) and 9.15
The Division has reviewed the vegetation baseline information, reclamation plan,
and revegetation success information presented in Sections 4.8, 5.4, and 7.12 of
the permit application.
The permittee has performed no quantitative sampling or analysis of vegetation within
the permit area. Proposals for rrethodology to be used in a sampling program have
been presented. The Division imposes the foZIowing stipulations:
Stipulation No. 7:
THE PERMITTEE WILL SUBI4IT TO THE DIVISION FOR APPROVAL AND INITIATION
DURING THE NEXT GROWING SEASON A PLAN FOR THE SAMPLING OF VEGETATIVE
COFIMUNITIES WITHIN THE PERMIT AREA, RND ESTABLISHMENT OF REFERENCE
AREAS WITHIN THE PERMIT AREA. THIS PLAN SHALL EXPLICITLY DISCUSS SAMPLING
METHODOLOGIES FOR THE COLLECTION AND ANALYSIS OF COVER, PRODUCTION,
WOODY PLANT DENSITY, AND SPECIES DIVERSITY DATA FOR EACH VEGETATIVE
COMMUNITY TO BE DISTURB$D WITH THE PERMIT AREA; ANALYSIS OF DATA FOR
DETERMINATION OF SAMPLE ADEQUACY; ANALYSIS OF DATA FOR COMPARABILITY
OP PRE-MINING AND REFERENCE AREAS; AND DATES OF SAMPLING.
Stipulation No. 8:
WITHIN 30 DAYS OF THE COMPLETION OF VEGETATION SAMPLING, THE PERMITTEE
SHALL SVBMIT THE RESULTS OF SUCH SAMPLING TO THE DIVISION FOR REVIEW
AND APPROVAL.
The permittee has proposed a revegetation plan. The reclamation techniques are
acceptable to the Division, but without .site-specific vegetation information, the
Division cannot evaluate the acceptability of the seed mix. For this reason, the
following stipulation is necessary:
Stipulation No. 9:
THE PERMITTEE SHALL SUBMIT A PERMANENT RECLAMATION MIX TO THE
DIVISION FOR APPROVAL NO LATER THAN 30 DAYS AFTER THE COMPLETION
OF THE SITE-SPECIFIC VEGETATION SAMPLING. THE MIX SHALL NOT
INCLUDE ALFALFA OR SUNFLOfJERS AS PROPOSED IN TABLE V-3. ALL
INTRODUCED SPECIES INCLUDED SHALL NAVE AN ACCOMPANYING JUSTIFICATION
ADDRESSING THE SECTIONS OF RULE 4.15.2.
The applicant has adequately discussed success criteria and evaluation for cover
and productivity, and woody plant density. The applicant has not adequately discussed
standards for species diversity. For this reason, the foZIowing stipulation is
necessary:
Stipulation No. 10:
THE PERMITTEE AND THE DIVISION WILL JOINTLY ESTABLISH A MEANS FOR
THE EVALUATION OF SPECIES DIVERSITY [/ITHIN 120 DAYS OF PERMIT
ISSUANCE.
