.e -7- SUMM.~IRY The Review Process, Description of the Environment and Description of the Operations and Reclamation Plan The Review Process Trinidad Basin Mining, Znc, is applying for a permit under the Colorado Surface Coal Mining Reclamation Act to mine coal at the Trinidad Basin Mine. The mine is located in Las Animas County, Colorado, approximately six miles west of Ludlow, Colorado on Las Animas County Road 44.0. The mine is located in Sections 15 and 22 of T31S, R65W. The Ioadout facility is Located in Trinidad, Colorado in a portion of Section Z5, T33S, R63W. The Trinidad Basin Mine has been in existence since 1977, and was formerly operated under Permits 77-2, 78-145, and 79-53 issued by the Colorado Mined Land Reclamation Division (the Division), Trinidad Basin Mining, Inc. submitted an application for a new permit on February 17, 1981 pursuant to Section 34-33-I09 of the Act. Since that time, the application has been under review by the Division to determine compliance with the Rules and Regulations of the Colorado Mined Land Reclamation Board for Cda1 Mining. On April 27, 1981, the Division sent a letter to Trinidad Basin Mining, Inc. which identified deficiencies in the application which were noted during the preliminary adequacy review. Resolution of these deficiencies was required in order for the Division to eke determinations of compliance. TBM responded to the comments in a meeting with the Mined Land Reclamation Division on February 5, 2982, The responses to the letter and the meeting were submitted in part to the Division and incorporated into the permit volumes. Additional material was requested in Division correspondence of hfarch 16, 1982, April 1, 1982, t4ay 7, I982, and June 7, 1982. Material in response to these requests has been incorporated into the permit application. Description of the En vironrrent The mine site is located in a foothills area at an elevation of approximately 6700 feet. Land use in the area consists of grazing and wildlife habitat. The mine is situated to the east of the Spanish Peaks within the Del Agua Canyon, at the northern edge of the Raton Basin. The coals that will be mined are in the Raton Formation, the upper of two coal-containing formations overlying the cretaceous Trinidad Sandstone. The l~l Agua and Cass coal seams will be mined and are separated by 80 to 100 feet of sandstones, siltstones and shales.
