<br />of the vast coal reserves that had been noted by Fremont, Hayden <br />and others. 1970s Utilization of the minerals caused not only <br />further federal study, but also a number of social strains in the <br />region as the population burgeoned. Nevertheless, the opening of <br />the energy frontier in the region did led to tremendous economic <br />growth and development for the lands of Routt and Moffat Counties <br />and an end to the frontier in the area. <br />Methodology <br />Western Historical Studies, Inc., views the Coal Mining <br />Reconnaissance and Context Survey as an opportunity to complete a <br />fascinating project. The scope of the project becomes apparent <br />after careful reading of the Request for Proposal. In addition to <br />the obvious goals of a context for Routt and Moffat Counties coal <br />mining including the reconnaissance level inventory of seventy-five <br />resources associated with local coal mining, there are other <br />factors that need to be considered. This effort offers WHS the <br />opportunity to work on a project that may develop methodologies <br />that can be expanded to other areas of the state and to practically <br />and theoretically aid the evolution of RP3 to its next logical <br />step. Recognizing that the Coal Mining Survey involves more than <br />just survey, WHS' approach to the tasks will be to focus on the <br />immediate goals of contextual development and inventory. The study <br />team will also address in detail the more far reaching implications <br />of developing a contextually driven survey based on adaptations of <br />RP3's to a new context for a specific geographic area. Also, <br />because the study area encompasses two different RP3 regions the <br />opportunity to meld the ideas from both the Mountains and Plateau <br />contexts presents itself. <br />WHS feels that the project, while it has two distinct phases, <br />research and field survey, must be viewed as a whole to assure that <br />at the end of the project the entire package of survey, report and <br />context all come together.
